Frequency of list changes, volumes, affected entries and sanctions programs/regimes

The global sanctions landscape is changing rapidly – with direct impacts on business operations. For example, the high frequency of sanctions list changes needs to be reflected in the update cycles of the screening tools in place. Changing list volumes directly affect the hit processing in sanctions screening, either through additions/removals of listed parties or changes of existing entries. The developments of January 2020 at a glance:

  • The frequency of sanctions list changes in January 2020 remained high. There were 25 sanctions list amendments, affecting 282 entries and 30 different sanctions programs/regimes.
  • While the list volumes of EU, UK and UN lists declined slightly, the US OFAC SDN List grew by additional 69 sanctioned parties to a total of 8.131 entries.
  • The majority of the new OFAC entries was related to OFACs Iran Programs (35 entries). 22 entries were related to the Venezuela-related sanctions and included 15 aircrafts.
  • The removals from the UN list concerned 15 entries designated in connection with UN Resolution 1518 (Iraq), which were reflected in the EU and UK HMT sanctions lists changes as well. Please note that there can be time lags in the implementation: The 15 entries above were removed from the UN Consolidated List on January 3. The removal from EU and UK sanctions lists was three weeks later and took place on January 20 and January 22.
